\u5e74 9 \u6708 17 \u65e5\uff1a<\/strong>  \u4f4e\u5f71\u97ff\u6c34\u529b\u767c\u96fb\u7814\u7a76\u6240 (LIHI) \u521d\u6b65\u6279\u51c6\u5c0d\u4f4d\u65bc\u7d10\u7d04\u85a9\u574e\u9054\u52a0\u6cb3\u7684\u65af\u5716\u723e\u7279\u5927\u6a4b\u6c34\u529b\u767c\u96fb\u8a08\u756b\u9032\u884c\u4f4e\u5f71\u97ff\u8a8d\u8b49\uff08\u5f85\u6279 LIHI #171\uff09\u3002<\/p>\n\n\n\n<p>\u8a72\u6c7a\u5b9a\u662f\u521d\u6b65\u6c7a\u5b9a\uff0c\u9700\u7b49\u5f85 30 \u5929\u7684\u4e0a\u8a34\u671f\u3002\u53ea\u6709\u5728 60 \u5929\u7684\u8a55\u8ad6\u671f\u5167\u5c0d\u521d\u59cb\u7533\u8acb\u767c\u8868\u8a55\u8ad6\u7684\u4eba\u624d\u6709\u8cc7\u683c\u63d0\u51fa\u4e0a\u8a34\u3002\u6b64\u985e\u4e0a\u8a34\u9700\u8981\u5305\u62ec\u6709\u95dc\u8a72\u9805\u76ee\u70ba\u4f55\u4e0d\u7b26\u5408 LIHI \u6a19\u6e96\u7684\u89e3\u91cb\u3002\u7533\u8a34\u8acb\u6c42\u53ef\u4ee5\u900f\u904e\u96fb\u5b50\u90f5\u4ef6\u767c\u9001\u81f3\u00a0<a href=\"mailto:comments@lowimpacthydro.org\" rel=\"noreferrer noopener\" target=\"_blank\">comments@lowimpacthydro.org<\/a>\u00a0\u4e3b\u984c\u884c\u70ba\u201cStewarts Bridge Project\u201d\uff0c\u6216\u90f5\u5bc4\u81f3 Low Impact Hydropower Institute, 329 Massachusetts Ave, Suite 6, Lexington, MA 02420\u3002\u6240\u6709\u8acb\u6c42\u90fd\u5c07\u767c\u4f48\u5728\u7db2\u7ad9\u4e0a\u3002\u7533\u8acb\u4eba\u5c07\u6709\u6a5f\u6703\u56de\u61c9\uff0c\u4efb\u4f55\u56de\u61c9\u4e5f\u5c07\u516c\u4f48\u3002\u7533\u8acb\u5fc5\u9808\u5728\u6771\u90e8\u6642\u9593\u4e0b\u5348 5 \u9ede\u524d\u6536\u5230 <strong>2020 \u5e74 10 \u6708 17 \u65e5<\/strong>.\u00a0<br>\u5b8c\u6574\u7684\u7533\u8acb\u548c\u5be9\u6838\u54e1\u5831\u544a\u5982\u4e0b\u3002\u5982\u679c\u6c92\u6709\u6536\u5230\u4e0a\u8a34\u8acb\u6c42\uff0c\u8a8d\u8b49\u671f\u9650\u5c07\u70ba 2020 \u5e74 6 \u6708 25 \u65e5\u81f3 2025 \u5e74 6 \u6708 24 \u65e5\u3002<\/p>\n\n\n\n<p><strong>2020 \u5e74 6 \u6708 26 \u65e5\uff1a<\/strong> \u4f4e\u5f71\u97ff\u6c34\u529b\u767c\u96fb\u7814\u7a76\u6240\u5df2\u6536\u5230\u65af\u5716\u723e\u7279\u6a4b\u6c34\u529b\u767c\u96fb\u8a08\u756b\u4f4e\u5f71\u97ff\u8a8d\u8b49\u7684\u5b8c\u6574\u7533\u8acb\u3002  LIHI \u6b63\u5728\u5c31\u6b64\u7533\u8acb\u5fb5\u6c42\u516c\u773e\u610f\u898b\u3002\u5177\u9ad4\u4f86\u8aaa\uff0c\u6211\u5011\u60f3\u77e5\u9053\u60a8\u662f\u5426\u8a8d\u70ba\u8a72\u9805\u76ee\u7b26\u5408\u7b2c\u4e8c\u7248\u624b\u518a\u4e2d\u4fee\u8a02\u7684 LIHI \u4f4e\u5f71\u97ff\u8a8d\u8b49\u6a19\u6e96\u3002\u8acb\u67e5\u770b LIHI \u4fee\u8a02\u7248\u4e2d\u7684\u8a08\u5283\u548c\u6a19\u6e96\u00a0<a href=\"https:\/\/lowimpacthydro.org\/wp-content\/uploads\/2016\/03\/2nd-edition-handbook-20160315-rev2.02-7-20-16.pdf\">\u624b\u518a<\/a> \u7136\u5f8c\u67e5\u770b\u4e0b\u9762\u8a72\u9805\u76ee\u7684\u7533\u8acb\u8cc7\u6599\u3002<\/p>\n\n\n\n<p>\u8207\u7279\u5b9a LIHI \u6a19\u6e96\uff08\u6d41\u91cf\u3001\u6c34\u8cea\u3001 <span class='tooltipsall tooltip_post_id_5566 classtoolTips59'>\u9b5a\u9053<\/span>\u7b49\u7b49\uff09\u5c07\u975e\u5e38\u6709\u5e6b\u52a9\uff0c\u4f46\u6240\u6709\u8a55\u8ad6\u90fd\u6703\u88ab\u8003\u616e\u3002\u610f\u898b\u53ef\u4ee5\u900f\u904e\u96fb\u5b50\u90f5\u4ef6\u63d0\u4ea4\u7d66\u7814\u7a76\u6240&nbsp;<a href=\"mailto:comments@lowimpacthydro.org\">comments@lowimpacthydro.org<\/a>&nbsp;\u4e3b\u984c\u884c\u70ba\u201c\u65af\u5716\u723e\u7279\u5927\u6a4b\u8a08\u756b\u8a55\u8ad6\u201d\uff0c\u6216\u90f5\u5bc4\u81f3\u4f4e\u5f71\u97ff\u6c34\u96fb\u7814\u7a76\u6240\uff0c\u5730\u5740\uff1a329 Massachusetts Avenue, Suite 6, Lexington, MA 02420\u3002&nbsp; <strong>\u8a55\u8ad6\u5fc5\u9808\u5728 2020 \u5e74 8 \u6708 25 \u65e5\u6771\u90e8\u6642\u9593\u4e0b\u5348 5 \u9ede\u6216\u4e4b\u524d\u6536\u5230<\/strong>&nbsp;\u6709\u5f85\u8003\u616e\u3002\u6240\u6709\u8a55\u8ad6\u90fd\u5c07\u767c\u4f48\u5230\u7db2\u7ad9\u4e0a\uff0c\u7533\u8acb\u4eba\u5c07\u6709\u6a5f\u6703\u56de\u61c9\u3002\u4efb\u4f55\u56de\u8986\u4e5f\u6703\u516c\u4f48\u3002<\/p>\n\n\n\n<p><strong>\u9805\u76ee\u63cf\u8ff0\uff1a<\/strong><\/p>\n\n\n\n<p>\u65af\u5716\u723e\u7279\u6a4b\u8a08\u756b\uff08<span class='tooltipsall tooltip_post_id_5565 classtoolTips152'>\u806f\u90a6\u80fd\u6e90\u76e3\u7ba1\u59d4\u54e1\u6703<\/span> \u8a72\u7926\u4e95\u4f4d\u65bc\u7d10\u7d04\u5dde\u85a9\u62c9\u8a17\u52a0\u7e23\u54c8\u5fb7\u5229\u93ae\u85a9\u574e\u9054\u52a0\u6cb3 3 \u82f1\u91cc\u8655\u3002\u85a9\u574e\u9054\u52a0\u6cb3\u662f\u54c8\u5fb7\u905c\u6cb3\u7684\u4e00\u689d\u652f\u6d41\u3002  \u5927\u85a9\u574e\u9054\u52a0\u6e56 (FERC \u7de8\u865f 12252) \u63a7\u5236\u8457 1,044 \u5e73\u65b9\u82f1\u91cc\u7684\u6d41\u57df\u9762\u7a4d\uff0c\u70ba\u54c8\u5fb7\u905c\u6cb3\u4e0a\u7684\u6c34\u529b\u767c\u96fb\u9805\u76ee\u505a\u51fa\u4e86\u8ca2\u737b\u3002\u6c34\u5eab\u7684\u6392\u653e\u53d7\u54c8\u5fb7\u905c\u6cb3\u9ed1\u6cb3\u8abf\u7bc0\u5340\u7684\u8abf\u7bc0\u3002<\/p>\n\n\n\n<p>\u8a72\u9805\u76ee\u5de5\u7a0b\u5305\u62ec\u4e00\u500b\u9577 1,646 \u82f1\u5c3a\u3001\u9ad8 112 \u82f1\u5c3a\u7684\u571f\u88fd <span class='tooltipsall tooltip_post_id_5545 classtoolTips158'>\u58e9<\/span> \u5e36\u6709\u6df7\u51dd\u571f\u9580 <span class='tooltipsall tooltip_post_id_5651 classtoolTips116'>\u6ea2\u6d2a\u9053<\/span>\u3002\u8a72\u5927\u58e9\u5efa\u65bc 1951 \u5e74\u3002\u5927\u58e9\u6514\u84c4\u4e86\u4e00\u500b 480 \u82f1\u755d\u7684\u6c34\u5eab\uff0c\u8a72\u6c34\u5eab\u5411\u4e0a\u6e38\u5ef6\u4f38\u7d04 3 \u82f1\u91cc\uff0c\u81f3\u5eb7\u514b\u6797\u7dad\u723e\u7684 EJ West \u9805\u76ee\u5c3e\u6c34 <span class='tooltipsall tooltip_post_id_5545 classtoolTips158'>\u58e9<\/span>\u3002\u6c34\u900f\u904e\u4e00\u689d 216 \u82f1\u5c3a\u9577\u7684\u92fc\u7ba1\u8f38\u9001 <span class='tooltipsall tooltip_post_id_5619 classtoolTips124'>\u58d3\u529b\u6c34\u7ba1<\/span> \u5230\u4e3b <span class='tooltipsall tooltip_post_id_5624 classtoolTips102'>\u767c\u96fb\u7ad9<\/span>\u3002\u4e00\u689d 275 \u82f1\u5c3a\u9577\u7684\u58d3\u529b\u6c34\u7ba1\u8207\u4e3b\u58d3\u529b\u6c34\u7ba1\u76f8\u9023\uff0c\u5c07\u6c34\u8f38\u9001\u5230 2013 \u5e74\u5efa\u6210\u7684\u6700\u5c0f\u6d41\u91cf\u767c\u96fb\u5ee0\u3002\u4e3b\u767c\u96fb\u7ad9\u5305\u542b\u4e00\u500b\u5782\u76f4 <span class='tooltipsall tooltip_post_id_5576 classtoolTips39'>\u6df7\u6d41\u5f0f\u6c34\u8f2a\u6a5f<\/span> \u6700\u5c0f\u6d41\u91cf\u96fb\u7ad9\u5305\u542b\u4e00\u53f0\u5bb9\u91cf\u70ba30MW\u7684\u8ef8\u6d41\u6a5f\u7d44\uff0c\u5bb9\u91cf\u70ba2.55MW\u3002   FERC \u5c08\u6848\u908a\u754c\u4f54\u5730 700 \u82f1\u755d\uff08210 \u82f1\u755d\u9678\u5730\u548c 490 \u82f1\u755d\u6c34\u57df\uff09\u3002<\/p>\n\n\n\n<figure class=\"wp-block-image\"><a class=\"wp-image-13574\"\/><\/a><\/figure>\n\n\n\n<p>\u8a72\u9805\u76ee\u7684\u84c4\u6c34\u6ce2\u52d5\u9650\u503c\u70ba 1.0 \u82f1\u5c3a\u3002\u4e00\u500b <span class='tooltipsall tooltip_post_id_5525 classtoolTips28'>\u57fa\u6d41<\/span> \u6839\u64da\u6c34\u5eab\u6c34\u4f4d\uff0c\u5168\u5e74\u9700\u8981 300 \u81f3 350 \u7acb\u65b9\u82f1\u5c3a\/\u79d2\u7684\u6c34\u91cf\u3002\u8a72\u9805\u76ee\u6bcf\u5e74\u767c\u96fb\u91cf\u7d04\u70ba 126,105 \u5146\u74e6\u6642\uff0c\u4f5c\u70ba <span class='tooltipsall tooltip_post_id_5617 classtoolTips132'>\u9054\u5230\u5cf0\u503c<\/span> \u8207 EJ West \u5408\u4f5c\u5efa\u9020\u7684\u8a2d\u65bd\u3002<\/p>\n\n\n\n<figure
