#175)<\/a>.<\/p>\n<p>\u5927\u58e9\u7684\u69cb\u9020\u8207 1903 \u5e74\u76f8\u540c\u3002\u5b83\u662f\u4e00\u5ea7 583 \u82f1\u5c3a\u9ad8\u7684\u6df7\u51dd\u571f <span class='tooltipsall tooltip_post_id_5580 classtoolTips81'>\u91cd\u529b\u58e9<\/span> \u5305\u62ec\uff1a<\/p>\n<ul style=\"color: black;\">\n<li>15 \u82f1\u5c3a\u5bec\u7684\u6df7\u51dd\u571f <span class='tooltipsall \u82f1\u5c3a\u5bec\u7684\u6df7\u51dd\u571f\u58a9\u548c\u4e00\u500b\u5e36\u6728 <span class='tooltipsall tooltip_post_id_5578 classtoolTips153'>\u84cb\u8332<\/span>\u6bcf\u500b\u5bec 9 \u82f1\u5c3a\uff0c\u9ad8 11 \u82f1\u5c3a\uff0c<\/li>\n<li>\u6bd7\u9130\u524d\u6c60\u9598\u9580\u7d50\u69cb\u7684\u6a4b\u53f0\uff0c\u7531\u5169\u9053\u5e73\u884c\u76843\u82f1\u5c3a\u5bec\u7684\u6df7\u51dd\u571f\u64cb\u571f\u7246\u7d44\u6210\uff0c\u7246\u9ad4\u586b\u571f\u3002\u64cb\u571f\u7246\u5ef6\u4f38\u7d0488\u82f1\u5c3a\uff0c\u5176\u4e2d77\u82f1\u5c3a\u4f4d\u65bc\u6cb3\u5cb8\u5167\u9678\u3002<\/li>\n<li>\u524d\u6c60\u4f4d\u65bc\u524d\u6c60\u9598\u9580\u7d50\u69cb\u4e0b\u6e38\uff0c\u9577\u7d04300\u82f1\u5c3a\uff0c\u5bec\u7d04240\u82f1\u5c3a\uff0c\u6700\u5927\u6df1\u5ea6\u7d0424\u82f1\u5c3a\u3002\u524d\u6c60\u7246\u70ba\u6df7\u51dd\u571f\u91cd\u529b\u5f0f\u7d50\u69cb\uff0c\u5411\u4e0b\u6e38\u5ef6\u4f38\u7d04326\u82f1\u5c3a\u3002\u7246\u9ad4\u6700\u5927\u9ad8\u5ea6\u70ba41\u82f1\u5c3a\uff0c\u9802\u90e8\u9ad84\u82f1\u5c3a\uff0c\u5bec11\u82f1\u540b\u3002<\/li>\n<\/ul>\n<p>\u524d\u6c60\u7246\u5167\u6709\uff1a<\/p>\n<ul style=\"color: black;\">\n<li>\u4e0b\u6e38\u7d04 90 \u82f1\u5c3a\u8655\u6709\u4e00\u6247\u6df1\u9598\u9580\u3002<\/li>\n<li>\u4e0b\u6e38\u7d04 193 \u82f1\u5c3a\u8655\u6709\u4e00\u689d 4 \u82f1\u5c3a\u5bec\u30012.5 \u82f1\u5c3a\u6df1\u7684\u6c34\u9598\u9580\u3002<\/li>\n<li>\u4f4d\u65bc\u524d\u6c60\u7246\u9802\u90e8\u7684\u6df7\u51dd\u571f\u5e73\u53f0\uff0c\u5c3a\u5bf8\u70ba 19 \u82f1\u5c3a x 24 \u82f1\u5c3a\uff0c\u7528\u65bc\u652f\u6490\u5e36\u6709\u8f38\u96fb\u7dda\u7684\u96fb\u5854\u3002<\/li>\n<li>\u4e00\u5ea7\u92fc\u6846\u67b6\u78da\u780c\u767c\u96fb\u5ee0\uff0c\u9577 135 \u82f1\u5c3a\uff0c\u5bec 43 \u82f1\u5c3a\uff0c\u9ad8 67 \u82f1\u5c3a\uff0c\u9644\u52a0\u6df7\u51dd\u571f\u7d50\u69cb\uff0c\u9577 19 \u82f1\u5c3a\uff0c\u5bec 24 \u82f1\u5c3a\u3002\u4e09 <span class='tooltipsall tooltip_post_id_5619 classtoolTips124'>\u58d3\u529b\u7ba1\u9053<\/span> \u9818\u5148\u65bc <span class='tooltipsall tooltip_post_id_5581 classtoolTips154'>\u982d<\/span> \u901a\u5f80\u4e09\u5ea7\u5927\u9580 <span class='tooltipsall tooltip_post_id_5576 classtoolTips39'>\u5f17\u6717\u897f\u65af\u5f0f\u6c34\u8f2a\u6a5f<\/span> \u7e3d\u88dd\u7f6e\u5bb9\u91cf\u70ba 8.115 \u5146\u74e6\u3002.<\/li>\n<\/ul>\n<p>\u6d41\u7d93\u6ea2\u6d2a\u9053\u7684\u6c34\u6d41\u5165\u4e00\u689d 400 \u82f1\u5c3a\u9577\u7684\u57fa\u5ca9\u6c34\u9053\u65c1\u901a\u6bb5\u3002<\/p>\n<p>\u8a72\u9805\u76ee\u904b\u71df\u65bc <span class='tooltipsall tooltip_post_id_5643 classtoolTips52'>\u5f91\u6d41<\/span> mode and impounds a 28-acre reservoir. The impoundment is allowed to fluctuate over a 6-inch range. The project provides a minimum flow of 6 cfs or inflow, whichever is less, through an orifice in the spillway flashboards to provide stable habitat for resident species. This minimum flow regime was developed in consultation with the US Fish and Wildlife Service and New Hampshire Fish and Game Department.<\/p>\n<p>\u5de5\u7a0b\u7bc4\u570d\u5167\u7684\u6c34\u57df\u5b9a\u70baB\u985e\u6c34\u57df\uff0c\u9069\u5408\u91e3\u9b5a\u3001\u4e3b\u8981\u63a5\u89f8\u5a1b\u6a02\u6d3b\u52d5\u4ee5\u53ca\u8655\u7406\u5f8c\u4f9b\u6c34\u3002\u7531\u65bc\u5148\u524d\u6709\u5e7e\u5bb6\u9020\u7d19\u5ee0\u6392\u653e\u6c61\u67d3\u7269\uff0c\u8a72\u8a08\u756b\u6c34\u9ad4\u88ab\u5217\u70ba\u53d7\u640d\u6c34\u9ad4\u3002\u9451\u65bc\u5f91\u6d41\u5f0f\u904b\u4f5c\u65b9\u5f0f\uff0c\u8a72\u8a08\u756b\u4e0d\u592a\u53ef\u80fd\u5c0d\u6c34\u8cea\u7522\u751f\u4e0d\u5229\u5f71\u97ff\u3002<\/p>\n<p>\u5b89\u5fb7\u7f85\u65af\u79d1\u91d1\u6cb3\u7121\u6cd5\u5230\u9054 <span class='tooltipsall tooltip_post_id_5549 classtoolTips96'>\u6d04\u6e38\u6027<\/span> fish species in the project reach due to downstream natural falls \u2013 Lewiston and Rumford Falls, in the Maine portion of the river. American eel are present in the lower reaches of the Androscoggin River though none have historically reached the upper sections of the river. The project area supports cold-water fishery habitat. New Hampshire Department of Fish and Game annually stocks brook, rainbow, and brown trout upstream of the project. Resident river species include fallfish, smallmouth bass, white sucker, longnose dace, common shiner, spottail shiner, and yellow perch. Downstream passage can occur by means of spillway flow, low-level gate releases, and power intake flow through the trashracks. The project does not impede the successful completion of resident fish life cycles.<\/p>\n<p>The limited project lands consist of those associated with project structures. The project is surrounded by low density residential and commercial development out the outskirts of the City of Berlin. The project\u2019s run-of-river operations provides protection of the shoreline areas. The project is also subject to the New Hampshire Shoreland Water Quality Protection Act which governs shoreland uses within a 250-foot buffer of the high-water mark.<\/p>\n<p>Threatened or endangered species potentially present in the project vicinity include northern long-eared baty, Canada lynx, and the proposed for listing tri-colored bat and monarch butterfly. The project avoids removing trees from April 15 through October 31, unless emergency tree removal for public safety is necessary.<\/p>\n<p>The project\u2019s dam and powerhouse are eligible for listing on the <span class=\"tooltipsall tooltip_post_id_5606 classtoolTips1\" data-hasqtip=\"0\"><span class='tooltipsall tooltip_post_id_5606 classtoolTips1'>\u570b\u5bb6\u6b77\u53f2\u907a\u8de1\u540d\u9304<\/span><\/span> (NRHP). No Native American lands, known as traditional cultural properties, or NRHP-eligible tribal resources are present within the Project boundary. The project operates under a Programmatic Agreement (PA) in consultation with the State Historic Preservation Office. The PA and related Historic Properties Management Plan (HPMP) provides provisions detailing annual monitoring and reporting concerning repair and improvement activities conducted as well as any scheduled activities for the upcoming year.<\/p>\n<p>No recreational resources are provided in the project\u2019s limited area.\u00a0However, an impoundment access area is owned and operated by the City of Berlin outside the Project boundary. This area provides scenic views, a gravel hand-carry boat access, and bank and boat fishing.<\/p>\n<hr \/>\n<h3>\u5408\u898f\u72c0\u614b<\/h3>\n<p><strong>\u6b64\u8b49\u66f8\u5305\u62ec\u4ee5\u4e0b\u8a2d\u65bd\u7279\u5b9a\u689d\u4ef6\uff1a<\/strong><\/p>\n<p><strong>\u689d\u4ef6 1<\/strong>\u8a2d\u65bd\u6240\u6709\u8005\u61c9\u5728\u8cc7\u6e90\u6a5f\u69cb\u548c\u806f\u90a6\u80fd\u6e90\u7ba1\u7406\u59d4\u54e1\u6703 (FERC) \u6279\u51c6\u5f8c\uff0c\u5411 LIHI \u63d0\u4ea4\u6700\u7d42\u7684\u904b\u4f5c\u5408\u898f\u76e3\u63a7\u8a08\u756b (OCMP)\u3002\u5728\u5411 LIHI \u63d0\u4ea4\u7684\u5e74\u5ea6\u5408\u898f\u5831\u544a\u4e2d\uff0c\u8a2d\u65bd\u6240\u6709\u8005\u61c9\u63d0\u4ea4\u4e00\u4efd\u6458\u8981\uff0c\u6982\u8ff0\u7576\u5e74\u767c\u751f\u7684\u6240\u6709\u8a08\u5283\u5167\u548c\u8a08\u5283\u5916\u904b\u4f5c\u504f\u5dee\uff0c\u4e26\u9644\u4e0a\u8207\u8cc7\u6e90\u6a5f\u69cb\u5354\u5546\u7684\u8b49\u64da\u4ee5\u53ca\u6536\u5230\u7684\u610f\u898b\u3002.<\/p>\n<p><strong>\u689d\u4ef6 2<\/strong>: The Facility Owner shall submit the final Historic Properties Management Plan to LIHI once it has been approved by the SHPO and FERC. In annual compliance submittals to LIHI, the Facility Owner shall report on any consultation that occurred during the year related to ground-disturbing or other activities subject to the HPMP.<\/p>\n<p><strong>\u689d\u4ef63\uff1a <\/strong>The Facility Owner shall consult with the City of Berlin on the proposed installation of a safety chain and\/or a gate across the boating put-in at the impoundment access area with safety signage that states when the site is open and closed. If the City feels it is needed, the Facility Owner shall provide LIHI with a plan and schedule for implementation. If the City agrees that a chain\/gate or signage is not needed, the Facility Owner shall provide documented evidence of that agreement.<\/p>\n<p><strong>2026:<\/strong> \u76ee\u524d\u8b49\u66f8\u7684\u5e74\u5ea6\u5831\u544a\u5c1a\u672a\u751f\u6548\u3002<\/p>\n<hr \/>\n<h3>\u8a8d\u8b49\u6b77\u53f2<\/h3>\n<p><strong>2026\u5e748\u670818\u65e5\uff1a<\/strong> The Low Impact Hydropower Institute has preliminarily approved Low Impact recertification for the Cascade Hydroelectric Project. The mid-term review applications and reviewer report are available below. The certification includes three conditions included in the review report to ensure that FERC relicensing implementation measures are timely met. The decision is preliminary pending the 30-day appeal window. Only those who commented on the initial application during the 60-day comment period are eligible to file an appeal. Such appeal needs to include an explanation as to how the Project does not meet the LIHI criteria. Appeal requests can be submitted by email to <a href=\"mailto:comments@lowimpacthydro.org\">comments@lowimpacthydro.org<\/a> \u8acb\u65bc\u90f5\u4ef6\u4e3b\u65e8\u6b04\u8a3b\u660e\u201cCascade Project\u201d\uff0c\u6216\u90f5\u5bc4\u81f3\uff1aLow Impact Hydropower Institute, 68 Harrison Ave Ste 605, PMB 113938 Boston, Massachusetts 02111-1929\u3002\u6240\u6709\u7533\u8acb\u90fd\u5c07\u5728\u7db2\u7ad9\u4e0a\u516c\u4f48\u3002\u7533\u8acb\u4eba\u5c07\u6709\u6a5f\u6703\u56de\u61c9\uff0c\u4efb\u4f55\u56de\u61c9\u4e5f\u5c07\u88ab\u516c\u4f48\u3002. <strong>\u7533\u8acb\u5fc5\u9808\u57282026\u5e749\u670817\u65e5\u7f8e\u570b\u6771\u90e8\u6642\u9593\u4e0b\u53485\u9ede\u524d\u6536\u5230\u3002. <\/strong>\u5982\u679c\u6c92\u6709\u6536\u5230\u4e0a\u8a34\u8acb\u6c42\uff0c\u65b0\u7684\u8a8d\u8b49\u671f\u9650\u5c07\u70ba 2026 \u5e74 3 \u6708 1 \u65e5\u81f3 2036 \u5e74 2 \u6708 29 \u65e5\u3002.<\/p>\n<p><strong>2026\u5e744\u670828\u65e5\uff1a<\/strong> The Low Impact Hydropower Institute has received a complete application (see below) for a mid-term review of the Cascade Project. The Project is one of several LIHI Certified projects located on the upper Androscoggin River in New Hampshire that were issued new FERC licenses in September 2025. In accordance with Section 5.3.4 of the 2nd Edition LIHI Handbook, issuance of a new license constitutes a \u201cmaterial change\u201d and triggers a mid-term LIHI Certification review.\u00a0LIHI is seeking public comment on this application.
