19 \u500b\u6c34\u529b\u767c\u96fb\u9805\u76ee\uff0c\u5206\u4f48\u5728 178 href=\"https:\/\/lowimpacthydro.org\/zh\/lihi-certificate-176-shelburne-hydroelectric-project-new-hampshire\/\">\u8b1d\u723e\u672c (LIHI #176)<\/a>\u3002\u92f8\u6728\u5ee0\u662f\u6cb3\u6bb5\u6700\u4e0a\u6e38\u7684\u5de5\u7a0b\u3002<\/p>\n<p>\u8a72\u9805\u76ee\u5305\u62ec <span class='tooltipsall tooltip_post_id_5545 classtoolTips158'>\u58e9<\/span>\u3001\u6df7\u51dd\u571f\u64cb\u571f\u7246\u3001\u9032\u6c34\u53e3 <span class='tooltipsall tooltip_post_id_5537 classtoolTips143'>\u904b\u6cb3<\/span>, <span class='tooltipsall tooltip_post_id_5619 classtoolTips124'>\u58d3\u529b\u6c34\u7ba1<\/span>, <span class='tooltipsall tooltip_post_id_5624 classtoolTips102'>\u767c\u96fb\u7ad9<\/span>\u3001\u50b3\u52d5\u8a2d\u5099\u3002\u92f8\u6728\u5ee0\u5927\u58e9\u6700\u521d\u65bc 1903 \u5e74\u5efa\u6210\uff0c\u4e26\u65bc 1965 \u5e74\u9032\u884c\u4e86\u7ffb\u4fee\u3002<\/p>\n<p>\u5927\u58e9\u9577 72 \u82f1\u5c3a\uff0c\u6700\u5927\u9ad8\u5ea6\u70ba 15 \u82f1\u5c3a\u3002\u5b83\u7531\u4e00\u6bb5 135 \u82f1\u5c3a\u9577\u7684\u975e\u6ea2\u6d41\u6bb5\u3001\u4e00\u6bb5 169 \u82f1\u5c3a\u9577\u3001\u9ad8\u5ea6\u5f9e 6 \u82f1\u5c3a\u5230 14 \u82f1\u5c3a\u4e0d\u7b49\u7684\u6df7\u51dd\u571f\u6bb5\u3001\u4e00\u6bb5 134 \u82f1\u5c3a\u9577\u7684\u5ee2\u6c23\u9580\u6bb5\uff08\u914d\u6709\u4e94\u500b\u6728\u88fd <span class='tooltipsall tooltip_post_id_5578 classtoolTips153'>\u84cb\u8332<\/span> \u6bcf\u500b\u9ad8 22 \u82f1\u5c3a\uff0c\u9577 137 \u82f1\u5c3a <span class='tooltipsall tooltip_post_id_5651 classtoolTips116'>\u6ea2\u6d2a\u9053<\/span> \u5e36\u9278\u93c8 7.5 \u82f1\u5c3a\u7684\u90e8\u5206 <span class='tooltipsall tooltip_post_id_5569 classtoolTips79'>\u9583\u5149\u677f<\/span>\uff0c\u4ee5\u53ca\u4e00\u689d\u9577 145 \u82f1\u5c3a\u3001\u9ad8 11 \u82f1\u5c3a\u3001\u5e36\u6709 21 \u82f1\u5bf8\u92fc\u64cb\u677f\u7684\u6ea2\u6d2a\u9053\u3002\u6771\u6cb3\u5cb8\u6709\u4e00\u5835 4 \u82f1\u5c3a\u5bec\u300180 \u82f1\u5c3a\u9577\u7684\u6df7\u51dd\u571f\u64cb\u571f\u7246\uff0c\u5c07 0.3 \u82f1\u91cc\u9577\u7684\u65c1\u8def\u6cb3\u6bb5\u8207\u767c\u96fb\u5ee0\u9032\u6c34\u6e20\u9694\u958b\u3002\u4e00\u9053\u5bec 4 \u82f1\u5c3a\u3001\u9577 55 \u82f1\u5c3a\u7684\u64cb\u571f\u7246\u5f9e\u897f\u5cb8\u7684\u767c\u96fb\u7ad9\u908a\u7de3\u5ef6\u4f38\u3002 360 \u82f1\u5c3a\u9577\u7684\u9032\u6c34\u6e20\u900f\u904e\u92fc\u88fd\u58d3\u529b\u6c34\u7ba1\u5c07\u6c34\u5f15\u5165\u767c\u96fb\u7ad9\u3002\u767c\u96fb\u7ad9\u70ba\u78da\u780c\u584a\u7d50\u69cb\uff0c\u8207\u5927\u58e9\u878d\u70ba\u4e00\u9ad4\uff0c\u5305\u542b\uff1a<\/p>\n<ul style=\"color: black;\">\n<li>\u56db\u500b\u6e26\u8f2a\u9032\u6c23\u8259\uff0c\u5bec 14 \u82f1\u5c3a\uff0c\u9577 19 \u82f1\u5c3a\u3002\u6bcf\u500b\u9694\u9593\u5747\u6709\u5bec 14 \u82f1\u5c3a\u3001\u9ad8 19 \u82f1\u5c3a\u7684\u6514\u6c61\u67f5\uff0c\u6bcf\u500b\u6514\u6c61\u67f5\u7684\u6de8\u9593\u8ddd\u70ba 3 \u82f1\u540b\u3002<\/li>\n<li>\u56db\u53f0\u76f8\u540c\u7684\u6c34\u5e73\u767c\u96fb\u6a5f\u3002 1 \u865f\u548c 3 \u865f\u6e26\u8f2a\u6a5f\u662f Allis-Chalmers \u56fa\u5b9a\u8449\u7247\u87ba\u65cb\u69f3\u6e26\u8f2a\u6a5f\u3002 2 \u865f\u548c 4 \u865f\u6e26\u8f2a\u6a5f\u662f\u53ef\u8abf\u8449\u7247\u87ba\u65cb\u69f3\u88dd\u7f6e\u3002\u7e3d\u5bb9\u91cf\u70ba3.17\u5146\u74e6\u3002<\/li>\n<\/ul>\n<p>\u8a72\u9805\u76ee\u4ee5\u6e96<span class='tooltipsall tooltip_post_id_5643 classtoolTips52'>\u5f91\u6d41<\/span> \u6a21\u5f0f\u4e26\u84c4\u6c3472.5\u82f1\u755d\u7684\u6c34\u5eab\u3002\u5141\u8a31\u6c34\u5eab\u6c34\u4f4d\u5728 6 \u82f1\u540b\u7bc4\u570d\u5167\u6ce2\u52d5\u3002\u8a72\u5de5\u7a0b\u5411\u7e5e\u884c\u6cb3\u6bb5\u63d0\u4f9b\u6700\u4f4e12\u7acb\u65b9\u82f1\u5c3a\/\u79d2\u7684\u6d41\u91cf\uff0c\u4ee5\u63d0\u4f9b\u901a\u884c\u6c34\u6d41\u4e26\u4fdd\u8b77\u6c34\u751f\u8cc7\u6e90\u3002\u8a72\u6d41\u52d5\u5236\u5ea6\u662f\u8207\u7f8e\u570b\u9b5a\u985e\u548c\u91ce\u751f\u52d5\u7269\u7ba1\u7406\u5c40 (USFWS) \u548c\u65b0\u7f55\u5e03\u590f\u5dde\u74b0\u5883\u670d\u52d9\u90e8 (NHDES) \u5354\u5546\u5236\u5b9a\u7684\u3002<\/p>\n<p>\u5de5\u7a0b\u7bc4\u570d\u5167\u7684\u6c34\u57df\u5b9a\u70baB\u985e\u6c34\u57df\uff0c\u9069\u5408\u91e3\u9b5a\u3001\u4e3b\u8981\u63a5\u89f8\u5a1b\u6a02\u6d3b\u52d5\u4ee5\u53ca\u8655\u7406\u5f8c\u4f9b\u6c34\u3002\u7531\u65bc\u5148\u524d\u6709\u5e7e\u5bb6\u9020\u7d19\u5ee0\u6392\u653e\u6c61\u67d3\u7269\uff0c\u8a72\u8a08\u756b\u6c34\u9ad4\u88ab\u5217\u70ba\u53d7\u640d\u6c34\u9ad4\u3002\u9451\u65bc\u5f91\u6d41\u5f0f\u904b\u4f5c\u65b9\u5f0f\uff0c\u8a72\u8a08\u756b\u4e0d\u592a\u53ef\u80fd\u5c0d\u6c34\u8cea\u7522\u751f\u4e0d\u5229\u5f71\u97ff\u3002<\/p>\n<p>\u5b89\u5fb7\u7f85\u65af\u79d1\u91d1\u6cb3\u7121\u6cd5\u5230\u9054 <span class='tooltipsall tooltip_post_id_5549 classtoolTips96'>\u6d04\u6e38\u6027<\/span> fish species in the project reach due to downstream natural falls \u2013 Lewiston and Rumford Falls, in the Maine portion of the river. American eel are present in the lower reaches of the Androscoggin River though none have historically reached the upper sections of the river. The project area supports cold-water fishery habitat. New Hampshire Department of Fish and Game annually stocks brook, rainbow, and brown trout upstream of the project. Resident river species include fallfish, smallmouth bass, white sucker, longnose dace, common shiner, spottail shiner, and yellow perch. Downstream passage can occur by means of spillway flow, low-level gate releases, and power intake flow through the trashracks. The project does not impede the successful completion of resident fish life cycles.<\/p>\n<p>The project lands are limited to the area occupied by project infrastructure. The project is located on the northern edge of the City of Berlin. The east shoreline of the impoundment is bordered by sand and gravel terraces, most of which have been altered by industrial, commercial, and residential development, as well as railroad and bridge construction. The east shoreline of the impoundment is also characterized by low terraces and was altered by the railroad yard, railroad bed, mill yards, and commercial and residential development. The project\u2019s run-of-river operations provides protection of the shoreline areas. The project is also subject to the New Hampshire Shoreland Water Quality Protection Act which governs shoreland uses within a 250-foot buffer of the high-water mark.<\/p>\n<p>Threatened or endangered species potentially present in the project vicinity include the Northern long-eared bat, Canada lynx, the proposed for listing tri-colored bat and monarch butterfly. The project avoids removing trees from April 15 through October 31, unless emergency tree removal for public safety is necessary.<\/p>\n<p>The project area does not support any known historic or cultural resources. However, the project operates under a Programmatic Agreement (PA) in consultation with the State Historic Preservation Office. The PA and related Historic Properties Management Plan (HPMP) provides provisions detailing annual monitoring and reporting concerning repair and improvement activities conducted as well as any scheduled activities for the upcoming year.<\/p>\n<p>There are no recreational facilities at the project due to safety concerns, but there are several public facilities in the project vicinity including Heritage Park, Centennial Park, Rotary Park, and the Berlin Riverwalk.<\/p>\n<hr \/>\n<h3>\u5408\u898f\u72c0\u614b<\/h3>\n<p><strong>\u6b64\u8b49\u66f8\u5305\u62ec\u4ee5\u4e0b\u8a2d\u65bd\u7279\u5b9a\u689d\u4ef6\uff1a<\/strong><\/p>\n<p><strong>\u689d\u4ef6 1<\/strong>: The Facility Owner shall submit the final Operational Compliance Monitoring Plan (OCMP) to LIHI once it has been approved by resource agencies and FERC. \u00a0In annual compliance submittals to LIHI the Facility Owner shall submit a summary of all planned and unplanned operational deviations that occurred during the year along with evidence of resource agency consultation and comments received.<\/p>\n<p><strong>\u689d\u4ef6 2<\/strong>: The Facility Owner shall submit the final Historic Properties Management Plan to LIHI once it has been approved by the SHPO and FERC. In annual compliance submittals to LIHI, the Facility Owner shall report on any consultation that occurred during the year related to ground-disturbing or other activities subject to the HPMP.<\/p>\n<p><strong>\u689d\u4ef6 3<\/strong>: The Facility Owner shall work with the City of Berlin on implementation of the proposed enhancements at Horne Field (a.k.a. Centennial Park) to develop an ADA parking space, a path, a landing area with bench, and signage; and report to LIHI on the status of the modifications in annual compliance submittals until all enhancements are completed.<\/p>\n<p><strong>2026:<\/strong> \u76ee\u524d\u8b49\u66f8\u7684\u5e74\u5ea6\u5831\u544a\u5c1a\u672a\u751f\u6548\u3002<\/p>\n<hr \/>\n<h3>\u8a8d\u8b49\u6b77\u53f2<\/h3>\n<p><strong>2026\u5e748\u670818\u65e5\uff1a<\/strong> \u4f4e\u5f71\u97ff\u6c34\u529b\u767c\u96fb\u7814\u7a76\u6240\u5df2\u521d\u6b65\u6279\u51c6\u92f8\u6728\u5ee0\u6c34\u529b\u767c\u96fb\u5ee0\u8a08\u756b\u7684\u4f4e\u5f71\u97ff\u8a8d\u8b49\u3002\u4e2d\u671f\u5be9\u67e5\u7533\u8acb\u548c\u5be9\u67e5\u5831\u544a\u53ef\u5728\u4e0b\u65b9\u67e5\u770b\u3002\u6b64\u8a8d\u8b49\u5305\u542b\u5be9\u67e5\u5831\u544a\u4e2d\u5217\u51fa\u7684\u4e09\u500b\u689d\u4ef6\uff0c\u4ee5\u78ba\u4fdd\u806f\u90a6\u80fd\u6e90\u7ba1\u7406\u59d4\u54e1\u6703\uff08FERC\uff09\u7684\u91cd\u65b0\u8a31\u53ef\u5be6\u65bd\u63aa\u65bd\u80fd\u5920\u53ca\u6642\u5230\u4f4d\u3002.<\/p>\n<p>\u8a72\u6c7a\u5b9a\u70ba\u521d\u6b65\u6c7a\u5b9a\uff0c\u9700\u7b49\u5f8530\u5929\u7684\u7533\u8a34\u671f\u3002\u53ea\u6709\u572860\u5929\u610f\u898b\u5fb5\u8a62\u671f\u5167\u5c0d\u521d\u59cb\u7533\u8acb\u767c\u8868\u904e\u610f\u898b\u7684\u4eba\u54e1\u624d\u6709\u8cc7\u683c\u63d0\u51fa\u7533\u8a34\u3002\u6b64\u985e\u7533\u8a34\u9700\u89e3\u91cb\u8a72\u9805\u76ee\u70ba\u4f55\u4e0d\u7b26\u5408LIHI\u6a19\u6e96\u3002\u7533\u8a34\u8acb\u6c42\u53ef\u900f\u904e\u96fb\u5b50\u90f5\u4ef6\u767c\u9001\u81f3[\u6b64\u8655\u61c9\u586b\u5beb\u90f5\u4ef6\u5730\u5740]\u3002 <a href=\"mailto:comments@lowimpacthydro.org\">comments@lowimpacthydro.org<\/a> \u8acb\u5728\u90f5\u4ef6\u4e3b\u65e8\u6b04\u8a3b\u660e\u201c\u92f8\u6728\u5ee0\u8a08\u756b\u201d\uff0c\u6216\u90f5\u5bc4\u81f3\u4f4e\u5f71\u97ff\u6c34\u529b\u767c\u96fb\u7814\u7a76\u6240\uff0c\u5730\u5740\uff1a68 Harrison Ave Ste 605, PMB 113938 Boston, Massachusetts 02111-1929\u3002\u6240\u6709\u7533\u8acb\u90fd\u5c07\u5728\u7db2\u7ad9\u4e0a\u516c\u4f48\u3002\u7533\u8acb\u4eba\u5c07\u6709\u6a5f\u6703\u56de\u61c9\uff0c\u4efb\u4f55\u56de\u61c9\u4e5f\u5c07\u88ab\u516c\u4f48\u3002. <strong>\u7533\u8acb\u5fc5\u9808\u57282026\u5e749\u670817\u65e5\u7f8e\u570b\u6771\u90e8\u6642\u9593\u4e0b\u53485\u9ede\u524d\u6536\u5230\u3002. <\/strong>\u5982\u679c\u6c92\u6709\u6536\u5230\u4e0a\u8a34\u8acb\u6c42\uff0c\u65b0\u7684\u8a8d\u8b49\u671f\u9650\u5c07\u70ba 2026 \u5e74 8 \u6708 31 \u65e5\u81f3 2036 \u5e74 8 \u6708 30 \u65e5\u3002.<\/p>\n<p><strong>2026\u5e744\u670828\u65e5\uff1a <\/strong>The Low Impact Hydropower Institute has received a complete application (see below) \u00a0for a mid-term review of the Sawmill Project. The Project is one of several LIHI Certified projects located on the upper Androscoggin River in New Hampshire that were issued new FERC licenses in September 2025. In accordance with Section 5.3.4 of the 2nd Edition LIHI Handbook, issuance of a new license constitutes a \u201cmaterial change\u201d and triggers a mid-term LIHI Certification review.\u00a0LIHI is seeking public comment on this application. Specifically, we are interested in knowing whether you think the Project continues to meet the LIHI Low Impact Certification Criteria, as revised in the 2nd Edition Handbook.\u00a0Comments that are directly tied to specific LIHI criteria (flows, water quality, <span class='tooltipsall tooltip_post_id_5566 classtoolTips59'>\u9b5a\u9053<\/span>\u7b49\u7b49\uff09\u5c07\u975e\u5e38\u6709\u5e6b\u52a9\uff0c\u4f46\u6240\u6709\u8a55\u8ad6\u90fd\u6703\u88ab\u8003\u616e\u3002\u610f\u898b\u53ef\u4ee5\u900f\u904e\u96fb\u5b50\u90f5\u4ef6\u63d0\u4ea4\u7d66 LIHI\uff0c\u90f5\u7bb1\u5730\u5740\u70ba\u00a0<a href=\"mailto:comments@lowimpacthydro.org\">comments@lowimpacthydro.org<\/a> \u8acb\u5728\u90f5\u4ef6\u4e3b\u65e8\u6b04\u8a3b\u660e\u201c\u92f8\u6728\u5ee0\u8a55\u8ad6\u201d\uff0c\u6216\u90f5\u5bc4\u81f3\u4f4e\u5f71\u97ff\u6c34\u529b\u767c\u96fb\u7814\u7a76\u6240\uff0c\u5730\u5740\uff1a68 Harrison Ave. Ste 605, PMB 113938, Boston MA 02111-1929\u3002.\u00a0<strong>\u610f\u898b\u5fc5\u9808\u57282026\u5e746\u670827\u65e5\u7f8e\u570b\u6771\u90e8\u6642\u9593\u4e0b\u53485\u9ede\u524d\u6536\u5230\uff0c\u65b9\u53ef\u8003\u616e\u3002. \u8b49\u66f8\u671f\u9650\u5df2\u5ef6\u9577\u3002<\/p>\n<p><strong>2020\u5e7411\u670830\u65e5\uff1a<\/strong> 2020 \u5e74 11 \u6708 27 \u65e5\u4e0a\u8a34\u671f\u7d50\u675f\u5f8c\uff0c\u5728\u7121\u4eba\u63d0\u51fa\u4e0a\u8a34\u7684\u60c5\u6cc1\u4e0b\uff0c\u8a8d\u8b49\u92f8\u6728\u5ee0\u8a08\u756b\u7684\u6c7a\u5b9a\u6210\u70ba\u6700\u7d42\u6c7a\u5b9a\u3002\u8a8d\u8b49\u671f\u9650\u70ba2020\u5e748\u670831\u65e5\u81f32025\u5e748\u670830\u65e5\u3002<\/p>\n<p><strong>2020 \u6c34\u529b\u767c\u96fb\u8a08\u756b\u9032\u884c\u4f4e\u5f71\u97ff\u8a8d\u8b49\u3002\u8a72\u6c7a\u5b9a\u662f\u521d\u6b65\u6c7a\u5b9a\uff0c\u9700\u7b49\u5f85 30 \u5929\u7684\u4e0a\u8a34\u671f\u3002\u53ea\u6709\u5728 60
