Licence <span class='tooltipsall tooltip_post_id_5562 classtoolTips113'>exemption<\/span> publi\u00e9 le 4 juin 1982, modifi\u00e9 le 5 ao\u00fbt 1986<\/td>\n<\/tr>\n<\/tbody>\n<\/table>\n<p>Le projet hydro\u00e9lectrique de Dexter est situ\u00e9 sur la rivi\u00e8re Black dans le comt\u00e9 de Jefferson, dans l&#039;\u00c9tat de New York. Il est d\u00e9tenu et exploit\u00e9 par Hydro Development Group Acquisition, LLC (HDG). La rivi\u00e8re Black est situ\u00e9e dans le bassin hydrographique de la rivi\u00e8re Black et mesure 125 miles de long. Les barrages de Dexter ont \u00e9t\u00e9 construits \u00e0 l&#039;origine vers 1900 par la Dexter Sulphite Pulp and Paper Company. La documentation historique indique que HDG a acquis le projet en 1978. Depuis lors, plusieurs changements de propri\u00e9taire ont eu lieu :<\/p>\n<ul style=\"color: black;\">\n<li>Consolidated Hydro, Inc. (CHI) a acquis HDG en 1995. CHI a \u00e9t\u00e9 r\u00e9organis\u00e9e sous le nom de CHI Energy, Inc. vers 1998.<\/li>\n<li>CHI Energy, Inc. a \u00e9t\u00e9 rachet\u00e9e par Enel SPA en d\u00e9cembre 2000 et renomm\u00e9e Enel North America, Inc. (Enel). Enel a connu plusieurs changements de nom au fil du temps, mais est rest\u00e9e la m\u00eame entreprise.<\/li>\n<li>L&#039;exon\u00e9ration a \u00e9t\u00e9 transf\u00e9r\u00e9e de HDG \u00e0 Hydro Development Group Acquisition, LLC en mars 2015. Cela faisait partie d&#039;une grande r\u00e9organisation d&#039;Enel Green Power North America, Inc.<\/li>\n<li>Central Rivers Power (CRP) a acquis le projet Dexter (dans le cadre d&#039;un parc plus vaste d&#039;actifs hydro\u00e9lectriques) en janvier 2020, mais n&#039;a pas chang\u00e9 le nom de l&#039;exon\u00e9r\u00e9.<\/li>\n<li>LS Power a acquis la majorit\u00e9 des actifs hydro\u00e9lectriques de CRP fin d\u00e9cembre 2022 et a form\u00e9 Patriot Hydro, LLC dont HDG est une filiale.<\/li>\n<\/ul>\n<p>L&#039;exemption a \u00e9t\u00e9 modifi\u00e9e en 1985 pour r\u00e9am\u00e9nager le projet par la mise hors service de trois unit\u00e9s de turbines et l&#039;installation de six nouvelles unit\u00e9s, une nouvelle <span class='tooltipsall tooltip_post_id_5656 classtoolTips92'>sous-station<\/span>, une nouvelle ligne de transmission et le d\u00e9placement de l&#039;\u00e9chelle \u00e0 poissons en amont \u00e0 <span class='tooltipsall tooltip_post_id_5545 classtoolTips158'>Barrage<\/span>#18. En r\u00e9ponse \u00e0 l&#039;\u00e9valuation environnementale (EA) de la FERC, le Fish and Wildlife Service des \u00c9tats-Unis a soutenu le d\u00e9placement de l&#039;\u00e9chelle \u00e0 poissons. L&#039;EA cite \u00e9galement des conversations t\u00e9l\u00e9phoniques avec le NYSDEC indiquant que le projet n&#039;aurait pas d&#039;impact significatif sur les ressources.<\/p>\n<p>Le projet comprend :<\/p>\n<ol>\n<li style=\"list-style-type: none;\">\n<ol style=\"color: black;\">\n<li>trois barrages-poids en b\u00e9ton arm\u00e9, un de 12 pieds de haut et 141,5 pieds de long, un de 8 pieds de haut et 145 pieds de long, et un de 12 pieds de haut et 433 pieds de long, chacun surmont\u00e9 de <span class='tooltipsall tooltip_post_id_5569 classtoolTips79'>tableaux d&#039;affichage<\/span>;<\/li>\n<li>un bassin de retenue couvrant 120 acres \u00e0 une altitude de 262,5 pieds (pi) au niveau moyen de la mer (msl) et ayant une capacit\u00e9 de stockage de 120 acres-pieds;<\/li>\n<li>trois existants <span class='tooltipsall tooltip_post_id_5624 classtoolTips102'>centrales \u00e9lectriques<\/span> contenant six unit\u00e9s turbine\/g\u00e9n\u00e9rateur d&#039;une capacit\u00e9 totale de 4 325 kW et fonctionnant toutes sous un <span class='tooltipsall tooltip_post_id_5581 classtoolTips154'>t\u00eate<\/span> de 14 pieds;<\/li>\n<li>une ligne de
