Harrington Park, New Jersey (April 11, 2017) – On March 8, 2017, LIHI Executive Director, Shannon Ames, announced a Preliminary Certification that the Buffalo River Hydroelectric Project (FERC No. 1413) satisfies the LIHI Certification Criteria. The Buffalo River certification includes the following condition:
Condition 1. The Owner shall consult the USGS and HFF on how best to adjust flow records on an ongoing basis in order to assure their accuracy. Within 90 days of receipt of the LIHI certification, the Owner shall provide proof of the consultation and a description of the steps that have been taken to correct the problem.
This application was processed under the 2014 edition of the LIHI Handbook because the application materials were received prior to 2016. As provided for in Section 2.14 of the LIHI 2014 Edition Handbook, the Preliminary Certification Decision was posted on the Institute’s website and sent to a stakeholder email distribution list on March 8, 2017. A 30-day period was provided to anyone who commented on the original application to request an appeal, and no requests for appeal were received.
The Buffalo River Hydroelectric Project is now deemed certified by LIHI for a five-year term. The effective certification date for the Buffalo River project is November 28, 2016, expiring on November 28, 2021.
